Qualification requirements
What does "qualification requirements for the project" imply? I aleady asked some people and they told me, that it meas the requirements for a job position, but in this case this is a process report for a software product.

It sounds like the project, itself, has a set of criteria that it must meet to qualify for 'something'.  That something may be funding or simply being allowed to go ahead.
