Snowly day in snowy day, because snow falls a lot, so people have to clear it, make it thicker became thinner. So can i use '퍼다'

There is no word 퍼다. You can use 푸다. 푸다+어=>퍼 푸다+었+다=>펐다 ex) 눈을 푸고 있다. 눈을 펐다 눈을 퍼 날랐다. 눈을 퍼 담았다.
