What is the usage of "establishing" in the sentence？ Nearly half of the code deals with matters of contract, establishing for example the wage to be paid to an ox driver or a surgeon.

"to enact, appoint, or ordain for permanence, as a law; fix unalterably." This is definition #6 on dictionary.com, and I think it is the correct definition for this passage.

Hello icespirit: You can understand "establishing" as meaning the same as "making" or "creating". It seems to relate to a matter of law if I am not mistaken
