This description might be used to describe a speech or statement by a politician who is trying to appeal to the prejudices of his or her supporters about another group in society to gain support for his or her government or party. The appeal is said to be "coded" because the politician does not wish to appear to be directly or obviously criticising the other group so he or she uses descriptions or words which are apparently neutral but are generally known and understood to refer to the other group. So he or she is said to speak "in code". For example, the UKIP party in the UK says it is against "against excessive immigration" but many people say that UKIP is really saying it is against immigrants from certain specific countries. UKIP does not want to name those countries so it makes a general statement instead.
