Is there some difference for “ is going to keep on ” and “ keeps ”? Even if we start reducing the amount of carbon dioxide and other greenhouse gases, the climate[ is going to] keep on waring for decades or centuries. Even if we start reducing the amount of carbon dioxide and other greenhouse gases, the climate [keeps] on waring for decades or centuries.

I think, Is going to keep is The incident who will be doing have planned before so you must use "be going to" and Keeps is a incident who is doing now (present tense)

"is going to keep on" means that the action has occurred in the past, is occurring now, and will continue to occur in the future. "keeps" only talks about the past and present. Hope this helps :)
