"Debar" is a more formal term meaning someone is prohibited from doing something. In the US, at least, it is almost exclusively used in the phrase "an attorney was debarred" meaning he was prohibited from practicing law. "Bar" is less formal and more general, and in this usage means prohibit or stop.
