I've found the test you're quoting from, and the text is full of mistakes. http://www.passzsu.com/Item-2355.aspx You can find the so-called "answers" lower down the page... but as I've said, the text is full of mistakes. If this test is for a school or organisation, look for somewhere with higher standards.

It's a very strange sentence - none of the possible responses made much sense to me. Is it part of a larger text? More context could help. I've looked at it again and it doesn't make sense with any option. 12 is possibly "limit". Which organisation wrote the test? I am curious!
