It is up to 40 times more likely that a person will be over the age 100 wherever "they" are. I'm assuming this is speaking of the certain areas around the world where people on average seem to reach much older ages than what is common. "as much as 40 times" means that it is not exactly 40 times more likely in all areas, but the area with the most probability's probability of reaching an age over 100 is 40 times. Hope this helps :)
