what does a small つ indicate in kana? What does the little ”つ” mean in words like this 四つ ( よ”つ”つ) ?

It represents a double consonant, like tt or pp, etc. 四つ is よっつ (Yottsu) ex かった (katta) あっか (akka) はっは゜(happa)
