meaning of "lay out"
I found this phrasal verb in a NY Times article, whic reports:
The charges would just be a first step. Gazprom would then have the chance to lay out its defense, and it could even still settle the case.
What does "lay out" mean properly? It means something like "give up" or something at the opposite, such as "set up"?
