In this case, which side has few advantages and resources? "The U.S. has high levels of education and a large percentage of its workers in adult learning and training programs, and it spends lots of money on all these activities. And yet, it does worse than many other countries with few advantages and resources." At first, I thought that "other countries" has "few advantages and resources" but my text book seems to say that U.S. has"few advantages and resources". So, I'm confused now. I will write below the part the text book refer to the sentence , though it is written in Japanese so it's might be useless. 「それ(合衆国)は、利点も方策も乏しく、多くの国にくらべてひどい成果しかあげていない」

You're correct, in this case, it is 'other countries' that have fewer resources. the text is saying that even though the USA has more money, countries with less resources are doing better than them.
