The two sentences are both saying the same thing. Both sentences have two topics: (1) a nice swimming pool, and (2) the Parkview Hotel. So, if we were talking about swimming pools at different hotels, we would start the sentence by referring to (talking about) "swimming pools", therefore we would use the sentence "There is a nice swimming pool at the Parkview Hotel." On the other hand, if we were talking about hotels, and describing the amenities (services and facilities) at the different hotels, then the main topic would be the "hotels", therefore we would use the sentence, "At the Parkview Hotel, there is a nice swimming pool." We might also say that the Parkview Hotel had very clean rooms, an exercise room, a great restaurant (other amenities related to the hotel). So, are we talking about swimming pools at hotels or talking about the Parkview Hotel and the swimming pool at that hotel? The answer will tell us which sentence to use.
