I think a photo, since it's short for photograph, is only what you would take with a camera while a picture can be drawn, painted and also taken with a camera. So, a photo is always a picture, but a picture isn't always a photo!

The meaning of "picture" is broader. You can draw a picture, paint a picture, or take a picture with a camera. A photograph is, specifically, a picture taken with a camera.
