That's right [correct] : the recipient should take note that attached to the last page there is an affidavit of anti-Communism. The style of writing is very formal.

Attached to the last page is an affidavit or oath of anti-Communism which the other person is required to sign in order to work for this company. During that time period, actors(and teachers and various other professions) were required to swear a loyalty oath that they were not and had never been a Communist.
