I looked over your reference document and the title of the document is Module. Seems to me that the references are to days after the module is implemented (if it is ever implemented) by which the equipment could be made available to the UN on the site or location of the module event. So it comes down to a shorthand way of spelling out a time table when you don't have a start date. Thus if implemented, M+30 becomes 30 days after we start using this module for whatever project.
