the second one is a bit confusing for me, so I'd say that no they're not the same. If we simplify it to: It's not just X that matters as much as Y Here Y is given importance over X, but X still matters So in your example, 'how the drawing reveals some inner truth of the subject' is more important than 'the uniqueness of the creator’s vision.'
