For me, in that context, it means something like -> That one wasn't bad. That drawing/doodle, Devil Vampire Wolfe, had some potential. It had the beginning of what the character considers 'good art' or simply 'a good drawing'. I am not very good at explanations, and this is my interpretation, but I hope it helps! :)
