Learning English doesn't limit you to finding friends in England :) But in all seriousness, the sentence above is only grammatically correct if you're trying to say that you want to befriend the nation of England itself - and my hunch is that you're not looking to make a geopolitical alliance. Feel free to reach out any time. As they say, to have a friend be a friend. Take care and never stop or give up on learning English.
