how to use the word except
should i say " all countries will see an increase except India during the period" or "all countries except India will see an increase during the period"
which one is correct?

While both are perfectly intelligible and sound perfectly normal I would put "except India" right after "all countries" so that it's right next to what it's modifying. :)
