Not unless you were family or a friend I had known for some time and perhaps not even then. Even among close friends men tend not to kiss other men, though women sometimes kiss other women. There is also a class element to consider. Stereotypically posher people tend to be more likely to kiss then people from a working class background. If in doubt just follow what other people are doing. if someone leans in to kiss you on the cheek just follow along but I wouldn't recommend initiating unless you have already kissed in the past or a fairly sure it is appropriate.

In the United States, it varies a lot and depends on the situation and peoples' age, background and personality. These are the norms for my age group: men generally don't do more than shake hands. Men who are family or close friends may or may not give each other a quick hug. With people of my generation, a man and a woman or two women who are warm friends may give each other a quick "peck" on the cheek. Typically the woman signals this by turning her head to invite the peck. This is usually accompanied by a quick hug.
