1- " I have changed the house based on her wishes"
2- " I have changed the house according to her wishes"
Could you please tell me the difference between these sentences ?
It's a good question. In 2, you did more or less exactly what she asked.
In 1, you had more freedom to change the house as you wished, but at the same honouring her wishes regarding the central ideas e.g. colour, style, cost.
