Not many people use "cité", I think, except for maybe the suburbs in France... Or it is used in expressions like "cité universitaire". "Ville" is the normal word, and you can say "grande ville" for... large cities! :)

la Cité de Carcassonne = ville fortifiée de Carcassonne
la Cité de Saint-Malo = la ville intra-muros de Saint-Malo.
