Yes it is in the UK. (or it was when I lived there anyway) .A parking meter is a sort of machine that you put money in so that you can park your car in a city. You put in a certain amount of money for the length of time you wish to park, one hour for example. Once an hour has passed you have to move your car. If another person comes and adds more money for you that is called "feeding the meter" and I am not sure why it is not allowed.

There should be a sign like at the zoos "Do not feed others parking meters?":)
