TALK to someone! Find an English teacher, or tutor, or online friend!

My advice is to read, read, read, read, and listen, listen, and listen, while paying attention to the sound and rhythm of the language. You do this until you have no problem reading newspapers, magazines, and literary works, and listening to new broadcasts, pod casts, and most other things. Once you reach that level in reading and listening, speaking usually follows. Without broad reading and listening, you have small vocabulary and poor structural sense. No one can speak well with poor knowledge and small vocabulary - that'll be magic. If you do not know the language enough and concentrate on speaking, you end up talking in butchered, low grade, baby talks. That's bad for you and nuisance to other people. There is absolutely no way you can speak well without having absorbed vast amount of vocabulary and phrases. Reading (and then listening) is the basis of language acquisition. My advice is to forget about speaking for now and concentrate on the more important thing - reading.
