Firstly - no, I'm pretty sure it is not the meaning you suggested. The important word is irony, which you have missed, and gallows is simply a reference to death. But - having said that - I'm still not quite sure what they are trying to say! Gallows irony is a type of Gallows humour. Have a look at the wikipedia page: https://en.wikipedia.org/wiki/Gallows_humor and see if you can get a better idea out based on that... And if you can - maybe you can then explain it to me!
