I'd say ideally there are a couple methods you can use, or you can use all or some
1) There are good books for learning characters by breaking them up into parts and creating mnemonic stories. I used Tuttle's learning chinese characters, but I've also heard Remembering Traditional/simplified Hanzi is good. The latter might actually be better since Tuttle only does 800. Be careful, Tuttle uses british English mnemonics, so there are a couple sound issues if you're American.
2) Use a SRS system like anki, it's a lot more efficient. If you study every one of your flashcards twice a day, assuming you learn 800 characters and take 10s per flashcard, that's 16000s=4.5 hours a day. If you stop studying some of cards, you'll start forgetting a lot of the old ones. In comparison, I have ~4000 Anki flashcards I know, and it takes me about 30 min a day.
3) If you want to learn to write, you can use Skritter, although it costs money, and if you do I recommend you be tough on yourself and mark yourself wrong if you use any hints.
