I'm a better driver than you. You can say "I'm the better driver' when you are comparing two people's driving skills. "Who is the better driver -you or your sister?" "I am the better driver" - or more realistically, you would answer "I am". You can never say, " I am the better driver than you" because that sentence contains two comparatives - 'better', and 'than you''.
