Hi, I use both words, they are similar. Look at these examples: Mi sembra/pare una cosa facile da fare. Non mi pare/sembra di averti detto che puoi andare al cinema. è una cosa stupida, non ti pare/sembra? Che te ne pare? (here, I prefer "pare") Sembra un cappello da cowboy... (here I prefer "sembra") but you can use "pare" too.

SEMBRARE is just a verb while PARERE can be a verb and a word! Example for the word: I can say IL MIO PARERE E' ..that means IN MY OPINION...ACCORDING TO ME!

These two words have, more or less, same meaning, but ''sembrare'' is most used, all above in a modern italian language. Instead, ''parere'' today is a south of italy's dialect form, or you can read this verb in old history and poem's book. Anyway, they are reflexive verbs (mi sembra, mi pare, etc.). I recommended you to make sentence with ''sembrare''.
