I googled this and given that it is a sample sentence meant to be altered to represent deletion and insertion of genes in a DNA sequence I'm going to say its meaning isn't important. If you want it to mean something I would just assume it takes its literal meaning 'the boy cut his lip (by accidentally biting it) and ate the hotdog'.
