Can I fill in the blank with 'meeting', 'It's nice ____ (meet) you.'? I know we can fill in 'to meet'. How about 'meeting'? If it can be used in this blank, does it mean 'It was good meeting you.' or 'It is good meeting you.'? Maybe both ok? Thank you for help!!

It's alright to use "meeting" to fill in the gaps, though "to meet" is, in my opinion, slightly more common.

Yes you can say "It's nice meeting you." And it means exactly whay it says, that "it is nice meeting you," or in other words: "I find the act of meeting you nice/pleasurable."
