Can I say "due to that ...(that clause)"? Can I say "due to that ...(that clause)"? Or I have to say "due to the fact that ...(appositive claue).

Great question. You can't say the first one, but you can say the second -- "due to the fact that." Another option would be to use a gerund, which may be preceded by a possessive. Examples: "Due to (his) finishing the project late...." "Due to his arriving late." For the second example, you'd be better off using a standard noun: "Due to his late arrival."
