Should I use v-ing or not? My parents encouraged me to help others when I was little. There're many things that I could, such as offer ( or offering) my seat to someone in need when I took public transports and help (or helping) my classmates with their homework. In this sentence, should I use offer & help or offering & helping?

Offering and helping.

I think you're confused because the part before offer/help isn't written properly. "There were many things that I could do, such as..." That should tell you the answer. Also, we never contract "there are/were".
