Agree with Lan Anh Le, "Are there many houses being built in your city?" is more correct. But in everyday English I would say we usually use simply "Are many houses..."

I think it should be "Are there many houses being built in your city?" If you want to ask about quantity, you can use "How many houses are being built in your city?"
