I think Japanese Specialist-san's answer is correct, If you indicated "12:00 a.m." as midnight. If you meant "12:00 a.m." as noon; Noon = 12:00 p.m., according to the web-site above = 午前12時, 午後零時, or 正午<しょうご> in Japanese And, as for me, I usually say "(just) at noon" "正午(に)" and "(just) at midnight" "午前零時(に)".

I believe it' something to the effect パリスはごぜん12時です。 I don't know the kanji for gozen, sorry ^^
