Native fluency by a non-native speaker is extremely difficult, but not necessarily impossible. In order to gain full fluency, it's important to become very familiar with the culture surrounding the language. Without a cultural understanding, it would be impossible to completely understand a language. I am not sure why you point out being a beginner though. If you are a beginner, it will take you a while to achieve that goal. Anyone can learn a language to native/near-native fluency if they put in the effort.
