It's not quite a metaphor but can be thought of as such. When you draw back your bow you take aim at your target and your goal is to hit the target. Businesses use this kind of stuff. The business may set a goal to grow by 100 employees. In order to accomplish this they must set specific targets that will facilitate this goal. They must go in the direction that will hit the targets, direction of aim. Does this help?
