I had not heard of it before now. It appears to be used to describe the abbreviated language and words people use when sending each other text messages. I think you might find that people might guess what you meant if you gave them the context but otherwise I would avoid it in daily use.

There's not really a specific word for it that most people use. I just say whatever idk (I don't know :)).  "Textspeak" is fine. My most common use of the word is when I tell my friends, "you know I don't know what you're weird text language means!"
