No, not really. I mean if you said that here, I suppose you'd be understood but it is not really correct English. Better to say, his shoes are worn out.

Shoes do wear out; I'm not so sure about "broken". I also don't see how shoes can break without feet getting broken as well, but maybe it's possible.
