hi.
they both aimost have the same meaning.and are sometimes used instead of one another.but i think slight difference is that
civil:pertaining to, or consisting of citizens: civil life; civil society.
civic:relating or belonging to a city; "civic center"; "civic problems"
and i d like to remind that they are used as synonyms in some texts.
