puzzle with french wikipedia

anybody can tell me what this paragraph is saying, i used google translate tool, but still dont fully understand. is it like, a contest or an entrance exam that every applicants must take? as follows:

un test de grammaire anglaise de 1h (coefficient 2);
un test de logique de 45 minutes (coefficient 2);
et un test de culture générale de 30 minutes (en partie sur les 3A et les PECO) (coefficient 2).
Conditions d'admission : Sont admis les candidats ayant obtenu les meilleurs résultats supérieurs à 10/20, en fonction des places disponibles.

    It seems to be an admission exam to the International Trade and Development School, where basic English is required.

    An English grammar test of 1 hour (2 scores)
    A logics test of 45 minutes (2 scores)
    and a general culture test of 30 minutes (divided in parts about 3A and PECO) (2 scores)
    Admission conditions: all candidates who got the best results (10/20 upper) are admitted in the number of avalaible places [e.g. 3 places -> 3 best candidates, 1st 2nd and 3rd, admitted]

    I don't know what's PECO, however 3A stands for South America, Asia and Africa which are the continents where the School is most active.

    PECO = Pays d’Europe Centrale et Orientale
    = ce sont les anciens pays communistes (former Communist countries) : Pologne, Tchéquie, Slovaquie Hongrie etc ....
