If you are a speaker of Persian, can you also understand Tadjiki and Dari?

yes, we can somehow .but its not easy.there are accents of persian language in middle east & some of them are changed during ages.
as far as i'm aware, they are kind of the dialects of persian, but i can understand when a resident of afghanistan or tajikistan speak. we have alomst all the words shared so the only thing that differs is the accent.
Yes, as other friends told we can understand, when they speak and jush there is differnces between accent.
