Both are possible, but in different situations:
Ik heb gehuild. (I have cried.)
Er is gehuild. (There was crying.)
In longer sentences:
Ik heb gehuild bij de begrafenis. (I have cried at the funeral.)
Er is gehuild bij de begrafenis. (There was crying at the funeral --> People cried at the funeral.)
In the last case the verb "worden" can also be used instead of "zijn", like this:
Er werd gehuild bij de begrafenis. (There was crying at the funeral --> People cried at the funeral.)
The difference is not really evident, and many people use whichever they like.
