"Je" is a shortcut of "jeste" in which case it goes in front of the main verb in Past Tense.
For example: "On je bio bolestan juče" - He was ill yesterday.
Also in conditional in Past Tense: "Da je bio ...itd." - If he was ...etc. (Notice that "he" is omitted in serbian)
In slang "je" means "yep" ("yeah, yes")
