The statement is not good English to begin with. "This box is twice heavier than that one" doesn't really make sense to a native speaker of English. Most would probably agree that the intention of the writer was answer B.
This is a Chinese college English exam question, which is done by Chinese teachers most of the time. And I think the way for Chinese teachers to evaluate the students' English should be changed asap.
It means that "this" box is equal to 2 (two) "that" boxes. 2xthat box = 1xthis box. So it won't be A anyway. IMHO it's B, and Harregarre don't confuse people and don't destroy your own brain! I mean don't overthink it - it's easy ^_^!
