    my student said it is pronounced as chuka he yo.

    you can say

    축하해 (chu ka he) to fiend or younger
    축하해요 (chu ka he yo) to close neighbor and older
    축하합니다 (chu ka hab ni da) to unknown person
    축하드립니다. (chu ka d rip ni da) to your boss or teacher
