I agree with you. When I was in Hong Kong and China, I study Chinese, but most of the Chinese in Hong Kong study English. Even their mother tongue is Chinese, but they have never been in School for the Chinese language. Perhaps they took only one of two subjects. However, these people using the name of native tongue to take advantage of the people whom they are learning Chinese. The same token, you can inmagine if the English speakers whom they don't learn the English language in school, how good of their English could be?
We are, as Chinese people, we do better concentration the study of Chinese Language, foreign language is in the second place. Start learning foreign language should be started as soon as the child begin to talk.

By now they can manage the Chinese language very well, two years ago, she was an exchanged student to Hong Kong attending The Hong Kong University of Science and Technology, the local students in HK can not tell that she was born and raised in the United States.
