in a normal situation you can say "Apa yang sedang kamu bicarakan?"
or for formal way you can say "Apa yang sedang anda bicarakan?"

Uhmmm off the top of my head, "Apakah anda memperkan?" (corrections welcome)
"apa" = "what", "apakah" = "what?"
"Anda" is "you" in polite form. For friends, use "kamu/kau".
"Memperkan" is to talk about something. "Bicara"=talk, so perhaps "membicarakan" is also possible.

u also can say " Apa maksud anda?"
apa = what
maksud = mean
anda = u
It's like, what do u mean, in english

I agreed with Bacon and explanation from Peachey about what,Anda & Kamu.
correction to Peachey:
Memper-kan is a complex affix, you should add a word between memper and kan. Memperkatakan is to talk about something, you forgot to add "kata" between memper and kan ^^
"Membicarakan" and "Memperkatakan" is not right for this sentence, it's suppose to be "bicarakan" just like Bacon said.

for slang word,u can use 'ngomong' or 'ngomongin'. what r u talking bout?=kamu ngomongin apa sih?
for formal situation you can say:"apa yang sedang kamu bicarakan?",or
"apa yang kamu bicarakan?"
and for informal situation you can say like this: "ngomong apaan sih?"or"lagi ngomong apa?"
"what are you talking"has a meaning that right now is happening, in Indonesian we usually add word "sedang", but for informal situation you can change it with "lagi".but I think "lagi" doesn't have this meaning in Indonesian grammar. this is just spoken language, and not exactly right in grammar.

you can say :
a) informal situation : apa yg sedang kamu bicarakan?
b) formal situation : apa yg sedang anda bicarakan? or Anda sedang membicarakan apa ?
Nb : you can see the different between informal and formal is how to use "you"
informal situation you can use "kamu" formal situation you should use "anda". Anda is more polite than kamu or kau or engkau.
Hope this can help you to understand how to use "Anda" and "Kamu or kau or engkau"
best regards
