These two are correct.

She has no mercy.
She does not have mercy.

These mean the same, but in the first you use "no" to make the noun (mercy) negative.
In the second, you use "does not" to make the verb (have) negative.

In both sentences, you are saying the mercy is not there.

"she has not mercy" é um tipo de negação usada por alguns grupos de pessoas... mais ou meneos como gíria, já que n é uma forma correta de negação. O certo seria "she doesn't have mercy"

"she has no mercy" é "ela não tem nenhuma pena"

e "she does not have mercy" é "ela nao tem piedade" geralmente os americanos usam sem abreviação quando querem enfatizar algo.
