How do you say "Foreign Intelligence" in Japanese?

As in spies, information gathering, clandestine actions by foreign nations. I took a class called "Foreign Intelligence" at the graduate level. I am writing a Japanese essay on it, so I need the scholarly terminology.

    諜報外交 is a title of a book. This is a word that the author created.
    If you want to say the action to gather information in Japanese, it may be 対外諜報(活動).
    We don't have a specific agency to do this. Several departments of the government (such as 防衛省情報本部、外務省国際情報統括官組織、法務省公安調査庁 etc.) are gathering information, but it is far from enough.

    諜報機関 = intelligence agency; secret service
    情報部 = intelligence department
    I am guessing 外情報部 for Foreign Intelligence. Let's wait for the natives though.

     

    対外諜報 may be more accurate.

    外交諜報 is "外交 and 諜報". (Two different words put together.)
    諜報外交 is "外交 by 諜報". (諜報is modifying 外交.)
