Why is it that sometimes words like"Ich"are pronounced as"ish" and sometimes...
and soemtimes as "ij" like the Spanish J?
Does it have to do with where in Germany the person is from? Or is there a rule for it?? :S

Yes, there are many variants - but the right pronunciation is [ɪç]*

Never use the "Ich" pronounced as "Isch". In Germany we might ironically fake lower social status by pronouncing badly and using bad grammar, and pronouncing "Ich" as "Isch" and otherwise rendering the "ch" as "sch" would be a prime example.
